This blog post is the very, very last count comparison of Cisco CCIEs worldwide as well as the corresponding number of CCIEs in each country.
Fortunately for CCIE historians, Dual CCIE #18532 R&S/Security - George Morton , has meticulously kept a unique record of the CCIE count:
Ten-Year Worldwide CCIE Count
According to Morton, "The bottom line, last year around August, the party finally came to an end for the CCIE program . The numbers turned from flat to down and when you consider the long-term track record of the program, it's rather sad."
Average growth of new CCIEs per day from September 1, 2008 to April 1, 2010
The graph below shows that from September 2009 to April 2010, the daily number of new CCIEs grew by a mere 0.78, that's less than 1 per calendar day.

In stark contrast to the graph above showing a decline in 7-month average daily new CCIE growth, the graph below shows 9-year annual average daily new CCIE growth that was certainly more robust.
