Total Cisco CCIE count drops -21, R&S count drops -66 since March

6 months ago, Dual CCIE #18532 R&S/Security - George Morton, reported that the total CCIE count in China went negative for the first time. Ever since, Morton has been reporting about the steady drop in Cisco's worldwide CCIE R&S count, for example:
When including the April drop of -66, what's the total Cisco CCIE R&S count drop since October 26, 2009?

So what became alarmingly different during April's CCIE count?
Well, Morton's reporting that for the first time, the total worldwide Cisco CCIE count dropped by -21, while simultaneously, the CCIE R&S count dropped by -66.
Also of interest to me is that the HP 3Com booth at this year's Las Vegas Interop was staffed by what appeared to be newly hired Cisco CCIEs.
My personal observations/concerns:
As Cisco CEO John Chambers chases consumer rainbows and moonbeams (at least in my opinion), as well as 30-60 new market adjacencies with an extremely convoluted management structure, is Cisco's core business in decline?
