It's my personal opinion that Cisco is promoting cheating on its own CCIE lab tests for a fee!
How so, you may ask?
Well, for a fee of of at least $2,595 (see the below fee schedule), paid to an authorized Cisco 360 Learning Program partner, a CCIE Voice or R&S candidate can skip answering the Core Knowledge Section of the CCIE lab exam:

How long will the Core Knowledge Waiver be offered? If I don't pass my lab exam the first time, can I apply the waiver to my second attempt?

Cisco has not announced an end date for the Core Knowledge Waiver and will provide at least 60 days' notice if and when the waiver is discontinued. Candidates have one year from the last day of their instructor-led workshop to request and use the waiver. A candidate that qualifies for the Core Knowledge Waiver can use it as many times as necessary within that year.

Whom do I contact to receive my waiver?

Contact the Cisco Learning Partner who taught the Cisco 360 Learning Program workshop that you completed. The instructor will work with Cisco to ensure that your waiver is in place on the day that you take your lab exam.

Can I receive a waiver before I schedule my lab exam?
A.
No, you must schedule your lab exam before a waiver is granted. Cisco needs a minimum of 45 days before the scheduled lab exam date to process the waiver.

Is the Core Knowledge Waiver valid for all CCIE lab exams?
A.
Waivers are available only for the Cisco CCIE R&S and CCIE Voice lab exams and are given only to candidates who complete one of the Cisco 360 Learning Program courses that are associated with those tracks.

If I qualify for the Core Knowledge Waiver, does that mean that I get extra time to complete the lab exam?

Strictly speaking, no, you do not get extra time. All candidates have the same amount of time-about 8 hours-to complete the lab exam. However, candidates who qualify for the Core Knowledge Waiver may use all of the 8 hours on the other section(s) of the lab exam, since they do not have to complete the Core Knowledge questions.

How long do I have to schedule my lab after taking my instructor-led workshop? What if I don't schedule my exam for two years? Will I still get the waiver?

Candidates must schedule their lab exam within one year from the last day of their instructor-led workshop in order to use the waiver that is earned by attending that workshop. After that year, the candidate would need to take another instructor-led workshop to be eligible for a second Core Knowledge Waiver.

I took a class 60 days ago. Does the waiver still apply?

Yes, the waiver is good for exams that are taken within one year of the last day of an instructor-led workshop.

Can I use the waiver with an exam that I am retaking under the Cisco 360 Lab Safe promotion?

Yes, you can use the waiver if the lab exam that you are taking falls within one year of the last day of an instructor-led workshop.

Is the waiver available for CCIE mobile lab exams?

Yes, the same process should be followed to receive the waiver for a lab exam taken at a mobile facility-most importantly, contact your Cisco Learning Partner at least 45 days before the exam date to process the waiver.

Should I inform my proctor that I have a waiver on the day of my lab exam?

Yes, inform your proctor that you are a waiver candidate and ask him or her to verify the information before you start your lab exam.

This is a very sensitive subject for any CCIE. We are very afraid of losing our certification. The math is 21 points for the written and 79 points for the actual Lab. So I would not say cheating, just 21 points for $3,000.
So you buy the Brain Dumps, take the Cisco 360 class and pass the Lab. The whole point of the written was to assure that you do know what you are doing. To assume that you can sit in a class for a week or two and absorb the material to a level where you are a CCIE after the class is; well look at public education in America. I guess Cisco just wants to "get them through the system."

Well, by paying an authorized Cisco 360 training program partner a fee, a CCIE candidate automatically gets credit for 21 CCIE Lab Exam points.
By my calculation, that means that a CCIE candidate can now fail the "hands-on" part of the CCIE Lab Exam with only 59 points (while also being given 30 extra minutes to do so) and still have the 80 CCIE Lab Exam points necessary to be awarded the highly coveted and prestigious CCIE Voice or R&S certification.

And in my personal opinion, it most certainly is a cheating issue.
After all, any CCIE Lab Exam test candidate that receives a "waiver" allowing them not to answer test questions required of other CCIE Lab Exam test candidates is absolutely cheating, especially since they are being awarded those same test question points as if they had in fact answered them correctly, when they didn't answer any of them correctly, because they received a "waiver" from doing so, but got those test points added to their test score anyway!
